rev limit

I have a t-400 w manual valve body and I can never seem to get the car to rev past 4600 rpm it like it hits a rev limiter or something. is this sound like a chip problem or a tranny problem

Even the stock chips had 5600 limits in them but if your going off the stock tach that could be a problem as many are known to be off.

going off a vdo as well as a scanmaster. it feels like a rev limiter it pulls strong up to the point it cuts out
