Rpm surge

After I stop, and put my car in park, or neutral, my rpm shoots way up. Almost 2 grand. After a few seconds it normalizes. Is this normal? If not, anyone know what might be causing it. Thanks

What Chip. SM data?

This chip. I'm not sure which sm data you need, and from when. I know the o2 is all over the place most of the time. Except WOT. It's around 800 , or a little less.
I know when the car is idling correctly and I pat the brake, it idled up high. If I remember right, that means vacuum leak somewhere?

And FWIW in closed loop the O2 is supposed to jump back and forth.
