sticking puck on TH downpipe

I have a stainless Terry Houston downpipe that the puck has started sticking! It gets bound up in the open position and stops making boost. If you spray with WD-40 or PB blaster it frees right up until you drive it and it must burn off and sticks again. How can I fix this???? thanks Dave

Pull the pipe of the turbo, so you can see the puck, see if it's hitting anywhere on the elbow and getting hung up..if so file it..
