Strange wastegate actuator

I have a wategate off of my TE60 turbo I bought from bowling green customs and it has a strange looking wastegate actuator on it. It has been welded to the band that goes arond the turbo that holds in the center part. I has the numbers 430819-39 on it with the numbers 11224, and 17165 under it. I cant find out what this is, can anyone help me. It came on the turbo new about 9 years ago when I bought it. I wanted a high boost one but I am not sure if I have one all ready or not. Please I have pictures of how it is done also.

I'm not familiar with the numbers,but is there any mention of this on the GNTTYPE.org site?
