Volt booster purpose ?

What is the purpose of the volt booster ? My car has one on it at idle I see around 15 volts than after 10 min it will drop to 13.5 v. I do have a Red Armstrong double pumper on the car and was wondering if this has anything to do with the pump. Here is a picture of it , it is behind my alternator. I remember when I bought the car the guy mentioned something like the second pump comes on around 15#s. How would it know its at 15 #s to activate the second pump ? Thanks

Reds volt booster bumps up the output of the alt a few volts, it usually activates at around 10 psi.
Reds double pump set up (on my car) activates the second pump at around 12 psi

On my car both item were installed separately so each one has its own boost reference via a pressure switch T'ed into one of your vacuum lines.

This looks line one of the pressure switches on your car

You are correct that is a pressure switch for something.

Pretty crude looking device! Is that an uncovered unprotected circuit board I see there??
 
Where is this circuit board at that you guys are talking about. Thanks. I am new to the turbo buicks so any help is appreciated.
