Maybe part of a alarm system that was hooked up to the phone system?

A rare disease from the 80's that has been stamped out of existence!

Except in your case it has managed to hold on and is trying to clone itself.

That's for your breathalyzer.

Where does that phone cord go on the other end?
Just a guess, but maybe it sends a signal to the horn to sound when the "car phone" rings. I had a buddy that had a car phone in his 86 olds and when the phone rang, the horn would sound if the ignition was off.

Hell the FBI wants to drive a buick. I don't blame them. It's the alarm system I was messing with it earlier. I'm pulling it from the car later.
