Won't build boost

I have a stock turbo that wont go over 15-16 lbs with the bleeder ...it was fine then all of a sudden i could not turn it up...what should the adj wastegate bo on when an adjustable boost controller/bleeder is there....please help www.turbotweak.com eric burned me a race chip 24/25 degrees 21 lbs 110 octance chip and i could not turn it up at the strack to more than 19lbs no it is getting worse due to the fact that it wont go over 15 lbs now...help please

Spring in the wastegate may be too old and tired. Is it a stock wastegate changed to adjustable?

i have changed back to the stock wastegate

with a bleeder and it still wont go over 12-14lbs..help...what the hell is wrong...
