1-2 shift..seems to skip and go into 3rd

What would cause this? (87 GN/2004R)
The trans shifts out of 1st very late,and only shifts out of 1st by letting up on the throttle,and it seems it skips right over 2nd and goes into 3rd on the shift
If you floor it again,it goes back into 1st
TV cable is set stock

Thanks Jim,kinda figured the BRF trans in the car needs some help.The gov. spring and TV cable was my last hope.
I should be picking up a CZF unit this week,fresh out of a running Monte SS
I'll put the BRF unit on the shelf for awhile,until I have the cash to do it right.
Can't go wrong on the Monte SS unit,$200 w/convertor from a friend.
