2-3 shift too late under part throttle

Any ideas? When driving on the street at part throttle going from 2nd gear to third, my GN is holding the gear up until maybe 3500-4000rpms so it jerks you back when it does shift. In other words, I don't mind it being rough when under hard acceleration, but when cruising with the gas down 1/4 of the way, it gets annoying, fast. All the other shifts are fine though?

Does it have an Art Carr shift kit in it? Some of the older kits had you change the spring on the 2-3 shift valve to a stronger spring. Not sure about the newer ones.

I honestly don't know what kit it has, I just bought the car with it done?

Has the car always done this, or did it just start?
