When normally crusing...the car will shift from 1st to 2nd very nice and crisp at 13 mph...then it shifts from 2nd to 3rd at 23 mph but the rpms jump up about 200 rpms RIGHT before it shifts...and then when it shifts you can't even feel it...3rd to 4th is fine and shifts at around 40 mph

but when i go full WOT...it goes through the gears VERY crisp and sharp and the 2nd to 3rd shift is awesome...i don't get that!!!

i did reset the tv cable to the factory setting...i did the reset procedure with pulling the throttle cable all the way towards the firewall then going inside the car and going WOT with the pedal until it stopped ratcheting...

before i did the reset procedure my car shifted fine during normal cruise but the WOT shifts were softer and sloppier than crap...now i just have a problem with that 2nd to 3rd shift during cruise...anyway to fix this? like i said the rpms jump up and you can hear the motor rev a little higher really fast right before it shifts from 2nd to 3rd...
 
What is the history on your transmission? Is it still original, unrebuilt? If not, what was done to it when it was overhauled and how many miles are on it?
 
the transmission is completely untouched and stock mostly highway miles and not raced very much...it's had a huge front mount tranny cooler since the car was new...no shift kit or anything like that...gets regular fluid changes...

like i said i didn't experience this problem until i started messing around with the tv cable and did the reset procedure to make it shift according to stock specs...it shifts AWESOME at wot but during normal cruise just that 2-3 shift is weird...it's like it doesn't want to shift at first and the rpms go up real quick and then it finally shifts...i tried setting the tv cable at various other points and it still does it...i can't seem to get it to where it was before...is it the tighter the tv cable (pulling it towards the firewall) the more of a delay you present on the shifts?
 
Yes, adjusting the cable towards the firewall will delay the shifts and increase line pressure. Your transmission is getting tired. The direct clutch clearance is widening and the band clearance is also with the miles you have on the transmission. I foresee a freshen-up in your future.
