Do I have to tear out the dash pad/enclosure around the instrument cluster and the dash just to change out the small piece of trim that's just under long the a-pillar trim?

No. Just remove the screw and gently pull it out...It should come out pretty easy, no need to remove anything else.

It might come out easy if you yank the hell out of it...but putting the new one in?

Remember, I'm talking about the middle a trip pillar piece, the one above the kick panel trim.

Yes, I know which part you mean, (the short, middle part held with a screw between the windshield pillar post and kick panel), having removed and reinstalled mine a few times when installing pillar mounted gauges... It's definitely easy to remove by pulling down on it (definitely not "yanking the hell out of it")...and just slide it back up into it's place to reinstall, and don't forget the screw!...:wink:

P.S: In your second picture, there seems to be a second, top piece attached to it... you shouldn't have to remove that one...:redface: Below is a picture of how mine looks like...Hope this helps!...:redface:
 
That 2nd pic is the middle a trim pillar piece that goes between the kick panel trim and the actual upper a trim pillar (where some people put the dual or triple a-pillar pod gauges)...it is one solid piece of plastic. It doesn't come apart. I took the old one out, same thing...one solid piece and we just got the new one in by removing the speaker trim, the trim that goes around the cluster, and loosening some screws that hold the dash in.
