They will bounce all over the place at idle most times as the o2 sensor sends info to the ecm and the ecm is constantly correcting A/F etc.

Wideband or narrowband? A narrowband reading at idle and in closed loop would be moving all the time. You should look at cross counts to make sure it's moving enough. Wideband should be close to 14.7:1 at idle in closed loop.
