boost creep/weird stuff after controller

Ok, I made a boost controller (modled after my friends) and after I installed it I'm having some issues. So here goes. First gear from a roll it hits 16-17psi then backs down to steady 15 no KR. Shifts to second hits 15 fast then creeps up to 18psi or so and I get like 4*KR. Why all the bouncing around? I love the faster spoolup but will take it off and use the rod if it keeps it up. Someone help!

ok, I took the controller off cause I noticed that the adjusting screw was turned so far out that I just nudged it and it fell out. If I turned it in any further I would get too much boost. Should I shorten the spring? I'm thinking that it was getting all funky cause air was leaking since it was barely in. Anyway, till I get it figured out how much psi can the stock actuator hold with the adjustable rod? I'm looking at running 24-25psi on the street when I get my alky kit finished. Can it hold that much? Thanks.

EDIT: Is there any way to set the boost controller before you hook it up to a car? I had it hooked up to a bike pump, but air leaks out that little breather hole in it so it won't hold pressure while I put more in. What's the reason for that little hole in it anyway?
