Can't change avatar?

I tried to change my avatar to something different but it doesn't give me any options to do it...just gives me the option of selecting no i don't want an avatar this will delete any custom avatars you currently have...

then it says choose avatar from available list and it says displaying 1 to 0 of 0 or something...what is up with that?
