code 23 (mc solenoid)\dieseling

1) what would cause code 23 to appear and stay on?
2) what would cause my car to diesel?
i have a 3.8 swapped to a 4.1 intake 4bbl ecm controlled q-jet, and the ecm (all off an 84 regal)

According to Chapter 6 Haynes Manual

Code 23 is the Mixture control solenoid -

"Open circuit or short to ground, in the mixture soleniod curcuit;
defective mixture control soleniod; defective EMC - If the mixture control soleniod is shortened to ground, the EMC may have been damaged"
