Correct way to measure back spacing?

So what is the correct and accepted way to measure wheel back spacing? From the very edge of the rim, or outside of the bead line? There's almost 1/2" difference on most wheels. I've seen it done both ways.

Its so confusing cause I hear it measured both ways. Whats wrong with measuring BS from the inside of the rim lip (secound pic) where width is measured?

I measured mine from the inner lip, I was w/ in 1/16 of an inch....I think that's pretty close.
