Dash light bulbs

Simple question. Is there any easy way to change instrument panel light bulbs? Can you access them from the front or do you have to get them from under the dash? I'm wanting to go with the brighter bulbs (#168).

Pull the cluster forward towards you until it unhooks from the clips, you may have to use a small screw driver to get it started. Then unscrew the cluster and change the bulbs.

I assume the speedometer cable must come off to give clearance to pull the cluster. Something is holding it back. I guess the connector is on the back of the speedo under the dash? Is it a spring clip type or screw-on?
