Electric fan runs all the time..HELP!

I just removed my FMIC and dual fans that came with my GN when I bought it. I reinstalled the stock IC and stock electric fan. It runs all the time from when I first crank it up in the morning and it doesnt matter if the AC is on or off. I went from overheating problems to not heating enough. It is 96 degrees outside here in Lafayette and with my AC on the car wont get above 160. Its even staying in closed loop. What could be the problem? :confused:
 
here's several things to check from most common on;

1)check fan delay relay (largest relay nearest to brake booster on drivers fender.some times is sticks closed.

2)check the other fan relays near the delay relay to see if someone has wired in a custom switch to command fans at any time.

3)swap high/low relay to check to see if one is bad (stuck closed)

4)check to see if the green/yellow lead at oem temp sensor near thermostat housing is grounded out or else where (ac,etc,etc)
