So I took your guys advice and I think that the little box above the radio that I can't find, is causing my door chime to not work and my windows to go up even slower than normal (which is crawling anyway). So now I would like to know how in the heck I am supposed to get to it, and what needs to be done when I get it out. I'm not even sure what I am looking for, let alone what the part actually does or what its called. Any help would be super!
 
I think one way to get at it easier is...
Pull off the instrument panel faceplate, and their will be several screws around the perimeter. Take those out, and the whole shroud should come off. Also the under dash panel coming out might give your hands a bit more room. What you are looking for, is a black box, slightly bigger than a cigarette pack. It is located just below where a defogger switch would be, on the right side of the dash cluster. I dont know how to get it out beyond that, but hopefully that should get you going in the right direction.
I doubt it has anything to do with your windows speed though. You might want to pull the door covers off, and grease the tracks a little and see if that helps any.

PS. You should be abke to feel the back end of the box if you stick your hand up behind the dash, right next to the radio pod. If you wiggle it around, you might find that your chime works again. Frankly, to get mine to work, I put a piece of foam under it, since pushing it up made it work again.
