A bad fan delay relay, drivers side fenderwell large relay of the three.
Unplug both connectors if you wish to disable it, it won't cause any problems.
This assumes when driving/running the high speed fan isn't triggered all the time like when backing out of the garage with the engine running for that 30 feet, assuming cold fluid temps. under 210 degrees or so.
