Help with torque specs

The front cover to block calls for 22 ftlbs
The water pump to cover call for 115 inlbs.
What about the long bolts that go through the pump and cover into the block? Do they get 22 or 115?

I torque those bolts the same as the other water pump bolts 115 in. lbs. never a problem.

Put all the 5/16 bolts at 22 and the 1/4-20 bolts at 115 inches.
