I helped a friend swap out his intake manifold and now the idle is high. around 1300 RPMs with the throttle adjuster all the way back. I looked at all of the vacuum lines and they seem fine.

Any ideas?

Spray carb cleaner around the gasket areas while the engine is running. If the idle goes higher, there is your leak.

I found one bad vaccum line. The plastic broke on the factory line that feeds the MAP. It runs better but still high. I am going to check the lines in the back of the manifold again.

The IAC seems to be fine. It is reading 00 which is what I think it should be since it is trying to lower the idle.

I did spray some carb cleaner around and didnt find anything yet.

This may be a longshot, but did you reset the IAC after you swapped it over? Do a search on the GNTTYPE board or here for minimum idle air adjustment. Part of that process causes the ECU to completely close the IAC. I'm wondering if the ECU thinks that the IAC is at 00, but it's actually still open.

If not that, it's an air leak. Gaskets, vacuum hoses, throttle body shaft seals, etc.
