How to keep valve seals seated???

Hi, my car smokes while at idle, dont seem to smoke going down the road, even tho i just rebuilt the engine, i notice that the blue valve seals are about half way up on most of the valves, can this be my smoke problem? Is there a way to glue them down, and how hard is it to get them back on there seat with the engine in the car?
 
A couple things:
1. Guides are turned down too far, or the seals are the wrong size to maintain grip.
2. Springs/dampeners are touching the OD of the seals, pulling them off the guide.
3. Bottom of retainer is hitting the seal, destroying the integrity of the seal clamp.
Stock valves?
Pull the springs off, and take a look.
You did check retainer to seal clearance, at full lift, right???
 
Dont know much about heads, they were put together by another shop. They are stock irons(ported) by champion, they have the roller springs, and setup for roller rockers, but i have the stock arms on there, it has a 210/215 cam.
 
i've also seen the springs pull the seals up.. "like Chuck said"
 
I thank you guys for all the replys. I got angry at the car and drove it like i stole it! That oil from the turbo must have unseated the rings, anyway after the new beating she stopped smoking all together!!!
