how to test for power to lockup??

i have finally got around to playing with the trans still shifting early..the 2-3 shift... 1-2 at 15mph 2-3 at 20mph light throttle will not shift into OD....... medium throttle 1-2 at 18mph 2-3 at 23mph and OD all the way at 50mph still can't feel lockup going to change govener and adjust throttle cable to get better shift points but not getting lockup....how do i test to see if power is getting to the switch for lockup??? and will changing the govener alter shift points enough to try or am i just wasting time and trans fluid????
 
To test for power, turn your key to the 'on' position. Unplug the four-terminal transmission connector and probe the wire in the terminal marked 'A' with a mutimeter. You should have constant 12 V there.

If not, first check the brake-pedal switch as that is what cuts the power to the TCC.

A different governor can sure change your shift points. I'm not familiar with the particulars of your current transmission setup so I can't really comment on that.
