I found the harmonic balancer bolt was loose, I turned it some by hand and put a socket on it. I was wondering if there should be locktite on it or just put some ****(as in muscle) on it.
 
I believe it needs 219lbs so call up Canseco and let her have it.
 
Put some lock thight on the threads and torque the bolt to 220lbs....you can buy the lock thight at any auto parts store
 
Check your bolt threads if they look worn by a new one from ARP. Your local speedshop can order. If bolt is worn it will loosen again causing more headaches been there done that. Torq and locktite won't help.
 
should I be able to turn the crank with the trans in park?

Uhhh... yes... you're going to need to wedge something somewhere to keep it from turning in order to put 220 ft-lb on the balancer bolt.... or use an impact gun that you are confident will put 'approx.' that amount on it. Some people have luck just wedging something in the accessory belt to keep the crank from turning while torquing. I could never be that lucky. You can also wedge the flexplate...

+1 on inspect the bolt. Balancer coming loose is a fairly common problem.... and not a good one to have in my opinion...
