License Plate On Fiberglass Front Bumper

I have to do it, what is the cleanest, easiest way?

Depending on which bumper you have. I have the ones made by Token and there was a molding dimple of the square holes for the plastic license plate stand offs. A dremel made quick work of the fiberglass. After the holes are made, go buy the license plate standoffs. Maybe you buy the stand offs first then make the holes.

Are they just inserts that fit in the holes? My bumper has holes there...they are just painted over. Where would I find the inserts?

I just got some from Lowes they are in the metal bins that slide out, hardware isle. I think the bag of (2) was like 42 cents.

I Used The Plastic Nuts That Are Brass Inside Got At The Hardware Store

I just used the stock license plate bracket and mounted it onto the fibereglass bumper with two screws under the bumper the same way it's attached to the stock steel bumper...
