many of the currently available chips allow the user to program a vehicle speed at which the torque converter clutch can be locked up when the engine is at wide open throttle. When the torque converter clutch is locked hard then the engine is "direct drive" to the transmission, meaning 0% slip. When a torque converter is unlocked, the slippage is always more than 0% because it's a hydraulic coupling and not a solid mechanical connection.

It's common to lock the converter in 3rd gear at 75-85MPH in a drag race.

If an engine makes a lot of power, then it might still blow through the locked up converter clutch anyways. That's where multi-disc lockup converter clutches come in handy, as they can handle much more power without slipping.
