Start by removing the instrument cluster plate assembly. That's the medium gray plastic plate with the chrome plating at the top, sides and bottom, with the 5 appliques that covers the instrument panel.
If you have tilt steering tilt the steering wheel all the way down and out of the way.
The plate assembly is held in place with 8 clips:
upper left corner about 1" in from left edge
upper right corner
lower left corner about 2" in from left edge
lower right corner
center about 3" in from left edge
center right edge
left of steering column about 2" up from bottom edge
right of steering column about 2" up from bottom edge
These clips can be stubborn. Be careful not to break the plate assembly as you're pulling. I CAN NOT OVEREMPHASIZE THIS. Wiggling the plate assembly may help. Some of these clips will stay on the plate assembly when it's removed. Some will stay in the dash. You will have to fish these out with a magnet and reinstall them to the plate asembly. Note the proper orientation of the clips.
Once the plate assembly is removed you will see the nut that holds the mirror cable to the dash.
