Need a trans guru

I have a 4l80e with a TCI controller it will not shift the 1-2 shift when the controller tells it to. It does shift if I move the selector from 3rd to second. Does this sound like it is in the trans or in the contoller?

Is it miss shifting all the time or just at wot? If it is just at wot is it shifting late or early?

All the time and its only the 1-2 shift. Its not as bad at wot.
