New Speedo cable issue

I have a new one piece monte carlo speedo cable and I have narrowed my issue down to everytime I spin the tires the inner cable gets pulled back out of the speedo head. Or so it seems. I can take it off the speedo head and pull the cable end out a bit re-install the cable and drive normal without any issues until I spin the tires again. Than it makes this awful noise but still seems to work.

This doesn't make sense to me because the cable inside the liner can only go so far back before it bottoms out.

Any ideas of what to try I am getting frustrated with it.

Going to reinstall the stock lower cable and get a new upper cable and see if this fixes the issue.

This cable is really pissing me off!
