NJ Gutted cat, w/ pipe inside?

I erroneously posted this to general tech. I ran a gutted cat, but put on a new one two years ago to pass Nj inspection. I would like to get a test pipe welded inside the gutted cat to look legal. Might it still pass NJ inspection with maybe an emissions chip
