O2 Sensor - When does it read?

I am watching my 02 CCs in my car, it runs like crap at idle, super high BLMs, really rough idle...

The 02 CCs do not change when the engine is idling, when I give it gas or when I am driving they climb to 255 then start over. Is this normal? I was under the impression that the 02 sensor was transmitting info the entire time and that the CCs would be constantly climbing and restarting regardless of if the car is being driven or if it is idling...

It depends on what chip you have. If you have open loop idle then you won't see any cross counts at idle.
