Can an oil filled EGR cause a miss? or hiccup or bogger or whatever you want to call it?? Obviously needs to be replaced but can it be my miss even if my chip "eliminates" the EGR function??

IMO, you are asking the wrong question, for now.
The first real question is: How did oil end up in the EGR?

The next new EGR will just fill back up ith oil, if, you did not purposely add oil to it.
