Ported Heads, low boost

A few years back I had a set of heads ported and polished by a guy out of Chicago. After getting the heads back and putting them on the car I could not get more than 3 or 4 pounds of boost out of the car. I had the heads checked at the local machine shop, and everything seemed to be normal. I even put them on another 85 GN and had the same problem. I know this isn't too much of a description, but they have been sitting on the shelf for a couple years, so I don't remember all the details. Has anybody come across this problem or have any ideas... I'd love to figure out if they are fixable.
