Yesterday I had an opportunity to repair the long paralyzed antenna on my 84 Buick Century Olympia. With GM and their parts commonality - I am sure that the Regals of the same era use the same mechanism.
They all seem to have the same problem - breakage of the plastic cable which pushes and pulls the antenna mast up and down.
Here is a video where I replace that cable:
I know that this forum has a good supporting vendor base. I did a brief search and couldn't find any vendors on here who had any antenna parts listed for sale; so I cautiously include the suppliers below. I hope this is not taken the wrong way and considered an unapproved ad. The reason I post the sources of parts is because the repair info I give in the video is useless without the new parts to install.

Another friend suggests this site for the mast if it is bent:

I have found out that the aftermarket complete power antenna units are total crap which don't fit and don't last long at all. The factory part is very well built and also fits perfectly because it was designed to.
