push rod length

My uncle has an 87 GN, slightly modded. He just got it. He says that all of the push rods can spin freely once the stock rockers were torqued down. I haven't had time to go play with the car yet but is this normal. Shouldn't there be some preload on them or are his pushrods a few thousands short. I might have to get a push rod checker before I go. Everything is stock as far as I know,stock heads and rocker setup.

Once a hydraulic lifter bleeds down they'll spin...
