Speedo cluster removed/2 25 amp fuses???

So the cluster is out and I noticed on the right side there are 2 25 amp blade fuses that look to factory. They are just hanging there from the harness. I'm not concerned but would like to know for future reference what that are for. It may help when tracing a problem. Thanks.

Now I'm thinking maybe part of the Alky setup. Im going to call previous owner today. IMO not the best place to have them. Kind of a bitch to get to if one pops.
