Whats a lock up converter? What does it do?

What does a high stall converter do? Lets say its a 3100 stall, what does that mean?

lockup is when a 100 percent coupling exists between the crankshaft and input shaft of the transmission overriding the percentage of slippage present in the fluid coupling of the convertor by mechanically locking the drive and driven members of the convertor together with a friction disk .stall speed is a rating of coupling efficiency of the convertor at a given rpm range .3100 means that this is the rpm when the fluid coupling will really apply usable force to drive the input shaft and ultimately the differential and vehicle.by allowing higher attainable rpms the vehicle may leave on a fatter [portion of the engines torque curve.www.ckperformance.com
 
OK got the stall speed little confused with the lock up thing though. What the point of having it? What does it allow you to do?
