T-Top panel install 2 sided tape?

Searched and searched, so if this is written somewhere I can't find it.

Removed the top panel of the t-top, one on each side, toward the windshield, 4 screws each side. There is two -sided padded tape that holds it down, it this factory or did someone stick it down? If it belongs there what would be a good replacement? Seems to me that it would absorb moisture? BTW, no rust.

Mine is the same way .as to what to replace it with,ill wait an see what peeps have to say.
