T66 .63 Exhaust Housing bolted Plate.

I noticed the big circular hole this 2 bolt plate covers on the exhaust housing. Doesn't the big recessed hole in the inside of the housing hurt the exhaust flow going into the turbo?? Sure seems like it would. I was thinking, remove the plate and weld a steel cylinder to it with correct depth and maybe a slight concave bevel to try and follow the interior wall contour so the hole would then be filled in....what'chall think?

Any opinion welcome.
