Think i got screwed

Just bought a complete 85 gn engine turbo piping everything from under the hood, and the turbo is very hard to turn. the engine has 70k on it and was sitting for 2-3 years, the turbo exhaust propeller is kind of off set closer to the one side wall then the other but i cant feel any play in the bearing, but again its hard to turn with my fingers. is the turbo shot? or is there an easy way to free it up? do i need to get it rebuilt? i would rather not spend the money to rebuild.

the wheels should spin freely, sounds like you have a chattering turbo.... One that gets stuck, frees up sometimes; then gets stuck again.
