The fuel programming was done expecting that much fuel pressure. Drivability BLM's and WOT.
45 psi is the fuel pressure you get from the TTA FPR (i.e. the "237") regulator. The chip runs open loop at idle. Thus, as Chad mentioned - the chip is programmed to run properly with 45 psi static fuel pressure. Note that most fuel injectors are rated at 45psi to begin with...
