How can you tell if the torque convertor is stuck in locked condition?

How can you tell if the torque convertor is stuck in locked condition?

on my car as soon as i put it in gear the engine would stall, felt like the motor would lock up

When going about 55 or 60, tap the brakes while still keeping your right foot steady on the gas pedal. Taping the brakes should unlock the TC and the engine RPM should jump about 200. If RPM does not increase then the TC is not unlocking.
