trans won't upshift past 1st gear.

i posted this question here in 2005 when it actually happened, but i'm reposting it now to see if anyone has seen this..
the stock BQ trans in my car went all weird at the track.. it won't shift past 1st gear, and when in neutral the output shaft is still locked up pretty tight.. so tight that i couldn't even push the car around in neutral. but it moved itself around easily in first and reverse.
fluid was full and looked perfect, with no chunks or debris of any sort. but it was also about a week old at that point.
i've been running around with a junkyard trans and torque converter from a 307 powered Cutlass since then, and it does not like the turbo motor at all.
but now i've got the bug to fix the damn thing so i can actually drive my car with a little boost showing on the gauge and still have it shift. the current trans will not shift above 1/2 throttle..
so, is this something simple? i talked to a guy today that had the same thing happen to the TH350 behind the 400+hp 400 small block in his 78 Monte Carlo, and he said it was the governor in his car.

When you say can't push the car around in neutral is the motor running or off?

motor on or off- didn't matter. i could push as hard as i wanted and i could not move the car with the trans in neutral.
the car had to be running and moving under it's own power to move it around the shop.
