I noticed my car is lower on the passenger side than it is on the drivers side. I measured it. The passenger side is 1/4 inch lower than the drivers side. I noticed this a while back and I installed new springs and shocks. Still there. Strange huh? Tire pressure is spot on . Any ideas?

Did you check your body bushings.

86 Regal W-11/CC-1T Type

Check the upper control arm bushings on that side. They get lots of heat from the downpipe and degrade over time.

Mine aren't in too great of condition. If I can find someone/someplace I can trust, they will get replaced. I do most of my own work, but not that.

To see if it's the body or suspension measure from the ground to the center of the front and rear LCA bolts on both side of the car. If both sides are fairly equal then the rear suspension is probably fine. Do the same for the lower A-arms on the front of the car where they bolt to the frame. If they are the same then its probably the body.

Did you install new springs on the front and rear of the car?

That lean is a lot more than a 1/4"...
