Hi All,

I attended the big town meeting that discussed everyones concerns about the noise coming from Raceway park.

First off the meeting was packed in the Manalapan library and it was run by two assemblymen. The 1st assemblyman got up and said he was neither here for his constituents nor Raceway Park but here to let all air their concerns and hopefully come to a workable solution that would be fair to all parties. The Napp family were there handing out flyers that read "I Love (heart symbol) and I Vote" which was cool and people were waving them in the camera's face as a localnews channel was there filming it all.


I would say 98% of the people there to support the track, you had to sign up to get up to the mic to speak and it took only seconds for the catcalls supporting the track to start which were quite entertaining.

The town put up a health officer who said they did sound tests in peoples yards and it exceeds the legal limits, then another sound expert got up and he too was booed and jeered, the assemblyman called it back to order stating "let them talk then you too will have a chance to talk but be fair to all sides".

Most people said the same thing the track was there 1st and then all these developers came in and put up these $600,000 McMansions and expect a major NHRA track to be quiet.

Alot of people told the homeowners if they didn't like it they had an option to pick up and leave, some talked of putting up a wall along the 1/4 mile to stop some of the noise, then a guy said lets spend some of the taxpayers money like we are for this meeting and build a wall over the 5 homeowners who are doing all the bitching..........setting off a huge round of applause.

A few homeowners got up and said they bought near the track cause they race and they don't mind the noise and one guy said he raised his three kids with Etown right there and hearing Top Fuel cars go and they had no problems having BBQs in the back yard etc etc. However these home owners said they are OK with the racing and the noise but what bothers them alot is the "racing" that goes on after the track is closed and racers are driving out and the racers think the roads in front of there track are a continuation of the track and that when they call the Old Bridge police to do something about it that it gets nowhere, so in that regard you can understand their frustration and one guy said his kids play in the front yard there and doesn't want his kid or anyone else's kid hurt by this racing right out of the track but to rather keep it on the track.

Of course no town meeting such as this would be complete with the a$$hole of the meeting award given out. The winner was a guy in the back who was against the track and almost got into it with track supporters and when he finally got up to speak he said the noise of the dragsters bothers him and that he lives 12 miles from the track.............he was promptly booed......hissed and jeered off the mic.

The meeting lasted 2 hours and the assemblymen said there would be more meetings with all parties to see if some type of compromise could be worked out..............so stay tuned.

It's the death knoll when a politician says fair. It's the last thing on his mind.

What limit is this?.
A local ordinance?.
If so the tracks a gonner.
If it's some OHSA thing, the track's gone.

Sorry to sound negative, and I hope you get to keep your track, but I've seen too many tracks close.

And in a few years the politicians will be clueless as to why there's so much street racing. They closed the 3 above mentioned tracks and now San Diego is just clueless about all the fatal accidents involving street racing.
 
Just remember the purpose of "more" informational meetings is so they can hold one on a day when few show up so they can vote to close the place.

Be vigilant and make sure supporters, the vocal ones, ;) show up for ALL the meetings.

Probably a stupid question on my part (it may of even been answered already), but here goes.... Is there any way the track (Etown) can be Grandfathered in "if" it was around before the State and/or Local noise ordinances/regulations were established??

I'm pretty sure I've heard of some tracks staying open regardless of noise ordinances because they were around long enough to be considered Grandfathered, but I could be wrong (if so please forgive my ignorance)....

The issue is that the track sort of is already grandfathered. In 1971 the state passed the Noise Control Act of 1971. It establishes noise thresholds for "stationary commercial and industrial sources". The thresholds are 50 decibels from 10PM to 7AM and 65 decibels all other times. Racetracks, however, are/were exempt from the Act. The Act also allows municipalities to set more stringent rules as long as they are "consistent" with the Noise Control Act and "comply with its requirements". In that vein, a 1980 court order against E-town set limits on when the loudest cars ("unmuffled") can run and their overall hours of operation. It also required the construction of the sound barriers that currently run the length of the track. There was some other litigation in 2002 but I'm not sure what the impact, if any, was on E-town.

These assemblymen are threatening to try to pass a bill to remove the racetrack exemption from the STATE Noise Control act. This would afffect all racetracks in NJ by making it illegal to exceed the noise threshold in the Act. I believe that this is basically political posturing by them to try to force some sort of compromise between the parties. By threatening the worst possible action they hope to settle on something less drastic.

The assemblymen said themselves that they believe the problem is "enforcement". So why the hell try to modify the act? Force enforcement. If they truly believe E-town is not in compilance, prove it by enforcing the rules. The track owners say they're in compliance, and I think that's the real problem. E-town does comply with the rules imposed upon them in 1980 but since then houses have been built closer and closer to the track. Now the "noise" opponents want more. They know they can't prove E-town is not living up to their legal obligations so by trying to scare them with a drastic measure like removal from the Noise Act they can force them to buckle down to more stringent noise abatement measures. It's a typical political diversion tactic and it's total BS.

I would agree that people racing out of the park after an event would need to stop. If racers want E-town to stay open they have to show some respect for the neighbors.

You know whats funny about all this...

The whiners would have no problem using a leaf blower, weed wacker or lawn mower at 7am when theire neighbors are sleeping.

Did anyone bring up that point? That you'd be hard pressed to hear race cars over your lawn mower? Or that I have never heard race cars on Union Hill Rd (the street kinda on the other side of the airport, which paral,lels the track. Mind you I havent sat there and listened for a whole day, but WTF.. I live behind a railroad, trains go by every 1/2 hr or so. Am I gonna make the RR close down or build silent trains? Ya learn to live with it. Cars 1/2 mile away arent THAT loud, like you need to turn yer TV up just to hear the news...Cmon...this is such a joke...
