What could cause a premature 1-2 upshift?

I had my GN (all stock except TE-44) tranny rebuilt by a well-known Illinois 200-4R expert (everyone I've talked too has been very happy with his work), and he added a Neal Chance 2800 rpm converter. He also added a shift kit, and "blocked the accumulator" to give a harsh 1-2 shift.

Anyhow, it seems to shift into second WAY to soon at light and medium throttle. The only way it will stay in first gear for very long is at WOT. It also seems a bit reluctant to downshift to first when cruising at 15 or 20 mph. It often stays in second gear, making for really crappy spoolup, and overall sluggish performance.

I took it back to him, and he said the only way to change this was to modify the weights on the governor, which he did, but it still doesn't seem right.

The trans is the original BRF, does anyone have any ideas about this?

I also asked him about getting a Vigilante 3200 rpm converter, he said it should wake it up a lot, but I'm thinking it's kind of just a bandaid fix.
