What does the tool do

I am not sure what it can used to do,
as the tool page doesn't explain what it is.
The only thing I know is that it is called Buick -YM28 -Tool,
and it looks like a key tool.
Does someone know it or have used it before?

I don't think it is a scan tool as it doesn't have any interface
