whats it take to get in the mid/low 11s?

I'm totally new to these v6 turbos..but would like for someone to point me in the right direction on what to mod a stock 86/87 GN engine to run somewhere in the mid/low 11s? I heard it really doesn't take much money to get these babies really up and away but then again thats what I heard.
