I heard for force inducted engines that they should be zero decked on the block. Meaning top of piston to deck = 0.0

Just wanting someone to explain.

Are they talking about the piston in the cylinder or cutting the top of the block totally flat to 0 clearance?
 
It is cutting the deck of the block so that the top of the piston is even with the deck surface. It is to help reduce detonation by controlling the quench area.
